Brotherhood of Railroad Signalmen (BRS) President Michael Baldwin recently appeared on the America’s Work Force Union Podcast to speak on pressing issues facing the rail industry. In a wide-ranging conversation, Baldwin highlighted threats to rail safety, the challenges impacting the Railroad Retirement Board, and the importance of state-level engagement in advancing safety legislation.
One of the most urgent concerns Baldwin addressed was the industry-backed push for deregulation. He warned that a proposal from the Association of American Railroads seeks to roll back 66 federal safety regulations—moves that would reduce inspection frequency, eliminate key certifications, and even allow for one-person train crews. Baldwin emphasized that this isn’t just a labor issue, but a public safety one. Citing the derailment in East Palestine, Ohio, he pointed to the dangers of weakened monitoring and the need for robust, enforceable standards that protect workers and communities alike.
Turning to the Railroad Retirement Board (RRB), Baldwin noted that the agency, which serves more than 600,000 retired and active railroad workers, is facing significant operational strain. Despite being entirely funded through employer and employee contributions—not taxpayer dollars—the RRB is grappling with budget limitations, staff shortages, and possible field office closures. Disability claims are now taking more than 400 days to process, and closing local offices would only make matters worse for those seeking assistance.
Baldwin also underscored the value of state-level legislative efforts to strengthen rail safety. States like California, Colorado, and New Mexico are advancing their own rail safety measures, and the BRS is working closely with state AFL-CIO affiliates to build momentum. These efforts are designed to complement federal advocacy and help create a groundswell of support for safer rail systems across the country.
